Public Opinion and Expert Surveys
Americans, physicians, and economists have expressed substantial support for removing financial barriers to living kidney donation.
A 2026 national survey conducted by NORC at the University of Chicago found that 57% of Americans support providing a $50,000 tax credit to people who donate a kidney to a stranger, while only 12% oppose the proposal.
Support extends beyond the general public. Surveys of physicians have also found support for exploring financial incentives to increase living kidney donation.
In a May 2026 survey conducted by the University of Chicago's Kent A. Clark Center, 71% of responding economists agreed that a $50,000 tax credit for kidney donors would save thousands of lives and pay for itself, while just 2% disagreed.
The American Medical Association (AMA) supports well-designed studies of financial incentives for living and deceased organ donation, including incentives currently restricted by federal law. The AMA also supports legislation to remove legal barriers to conducting this research.
